SUMMARY

The project will support the new incoming Elected Chief and Council with their onboarding after election.  This request for proposal (RFP) is seeking an individual or an organization to create a curriculum for incoming Chief and Council who take office after the election on June 22, 2024. The curriculum would be delivered in training sessions for Elected Chief and Council over the course of 4 weeks.  

 

It should include a broad overview of:

  • First Nation’s governance and self-governance
  • Indigenous Relationships with Crown organizations (legal, constitutional etc.)
  • Federal, Provincial and Municipal Political systems
  • Treaties, Indian Act, Two Row Wampum with a Haudenosaunee lens, Truth and Reconciliation (TRC), United Nations Declaration on the Right of Indigenous People (UNDRIP), Election processes.

 

PROPOSAL GUIDELINES AND REQUIREMENTS

 

Proposals must include:

 

  1. The bidder’s name, address, telephone number and e-mail address;
  2. The date of the proposal;
  3. A brief description of the bidder’s company and/or attach resume (include relevant experience);
  4. A statement that the bidder IS or IS NOT a First Nations and/or Oneida citizen/organization;
  5. A statement and description of the physical and human resources required.
  6. Steps required to canvas CEO/CAO to receive and incorporate feedback and methods.
  7. A cost breakdown/budget including fees and other expenses.
  8. A statement of what you would require from the Oneida Nation of the Thames (i.e. event logistics, software, station, support staff, etc.);

 

  • Proposed Timeline:
    • May/June – First Draft of key documents
    • June  30– Completion of documents

 

 

BACKGROUND

The Oneida Nation of the Thames is located approximately 25kms southwest of the City of London.  We are approximately a 10-minute drive from an interchange off Highway 401. 

 

SCOPE & GUIDELINES

The successful bidder will be responsible for all activities relation to the preparation for the deliverables and have own transportation and equipment (laptop).

 

EVALUATION

All proposals will be evaluated by a Selection Committee established by the Oneida of the Thames First Nation.  The Selection Committee will independently review and rate each proposal on a variety of quantitative and qualitative criteria. 

 

FORMAT FOR PROPOSALS

All proposals will be submitted in a professional format.  Electronic versions must be in MS Word and/or MS Excel.

 

CONFIDENTIALITY

Responses to this RFP will be considered as confidential information by the Oneida Nation of the Thames and will be used solely for the purposes of selecting the successful bidder.

 

QUESTIONS

Requests for clarification and/or questions regarding this RFP must be submitted by e-mail on or before 12:00 p.m.  Friday, May 10 , 2024.  All answers will be provided to bidders via e-mail Monday May 13, before 12:00 p.m.
